Carnival on TV

In Monday's Guardian there
was a small advertisement buried all the way back in the Sports
section, a "Tender Notice" for the right to broadcast Carnival in
2007.
But you had to turn the page to find a second advertisement which outlined the criteria for the tender, which intriguingly does not offer exclusivity from broadcasts from the Caribbean New Media Group, the successor to TTT and NCCTV, the lingering broadcast presence of TTT's broadcast veterans.
So who is this being sold to?
It's unlikely that cable-only television stations IETV and CNC3 will find it profitable to carry this broadcast, which only really makes money with a live feed and neither station has demonstrated a capacity to deliver live broadcasts.
GayelleTV is a broadcast station, but it only has community range and extends its reach through a cable presence as well.
Which leaves TV6. Who seem to be in the position of being asked to bid on media rights that have been automatically transferred to CNMG and NCCTV.
What are the chances of that happening?
